It's a straight-up citibank ATM building. Perfect since it's located near shops. There are no bankers in there, so it's not ideal if you're looking to do anything more than withdraw or deposit.

ATM machines only with ample parking spaces. Ideal if you know how to use the machine services without support. If you need more personal services I suggest the Willets/Parson branch over the 39/Bell branch.
