store associate said theyre open until 10pm, but sometimes closes early!? who makes this decision?!

Just went all the way here with it coming up Walgreens it says it's closes at 10:00 but they closed at 7:30??? It's unfortunate because it's really hard traveling with a frozen shoulder and deflated lung.
