I am very confused about J C Penny's policies. I am pleased with the quality of my purchase but when ordering I made sure I bought enough items to qualify for free shipping, but just saw that I was charged $8.95 for shipping and handling. This is a false practice

Have always loved JC Penney's and think it is still a good place to get clothes, purses, jewelry, towels, sheets etc. at a great price! Hope they don't all, go away! ?
