Hello, I need to know what happened to my package as it was delivered on October 6 but they have not left me anything

They lost my Christmas Package from Germany. It had cleared Customs on Dec. 2. and disappeared from then on. 5 Month later it re-appeared. It was insured for $ 500 but no one wants to take Responsibility. Of course all the Contents was spoiled. I want to get paid for the Loss.
