These stores seem to be at almost every airport. Forgot a book or bottled water, as you're sitting around the terminal? This will work but it's going to cost you. They have an assortment of reading materials, which also include newspapers and magazines. You'll be paying full price, and a lot of their shirts and other DC area tourist items are low quality. You can buy similar shirts for $5 near the airport, here the best I've seen is 2 for $25. Yes they have hats as well. If you want candy bars they have them too. The employees are okay here. Even though this location is busy, usually it's one cashier on duty who also does stock work on the floor. They've been helpful, and to the stores credit their book collection is pretty decent. What is silly, is this store selling "neck pillows" with cheap beads for well over $25. They do accept cash and credit cards. Obviously a regular book store or Walmart would be a better option, but you're at the airport. Expect to pay considerably more.
