I stopped by this kiosk in Dulles Town Center to get my watch battery replaced. It only cost $19.95 and was done in 20 minutes. The guy behind the counter was very courteous. The kiosk is located near Starbucks going through the Los Toltecos entrance and not near the dicks sporting goods entrance as someone posted.
