An absolutely phenomenal group of people. My current living situation was not ideal and I was ready to get out of there. Went through a few tours with James and he was cordial, professional, and seemed to care about the residents along with the properties we were viewing. Wouldn't hesitate at all to reach out to them again when I'm looking for my next place.

Wish I could leave zero stars. Ridiculously slow to respond (if ever - many times my calls and voicemails were never returned). Won’t help with any issues that arise. Completely condescending and unprofessional.

Tony is my property manager; he was very thorough and explained executing in great detail. He was flexible and accommodating to my schedule. I really appreciate the professionalism and support on our new lease.

Pros: There are some great personalities on the staff. Some of the locations for housing are awesome, being close to Willow Lawn, Scot’s Addition, the highway 95, and Museum District. Walkability in RVa is A+. The architecture and historical preservation is A+ (IMHaHO). Parking is so-so, depending on which apartment you’re in.
Cons: The maintenance crew is slow to respond. When they come around it’s by far too late. We trapped so many mice, but what else should city residents expect? Somewhat of their attitude towards it. Do not expect to receive the full security deposit, as the staff will see what they want to see when comparing the move-in and move-out inspection photos.
*Update and Response to Owner of P&B:
Your response to my first review warrants clarification.
1. Lease termination: I requested an end to my lease early due to a job transfer but your staff told me that it was more financially beneficial for you to bring in someone new. Is it okay to use words like "we accommodated our tenant's needs" when the business gains more? $500 for an addendum, plus $400 from our security deposit ... that's 2/3rd of a month's rent. Is what you're saying somewhat truthful or kind?
2. What we are wishing you would see is that "significant scuff marks" and "dings on the walls" were there even prior to our move in. We are being charged for something that the previous tenant did not clean properly. We're feeling misunderstood as we had a 1-year-old, two adults, and not many visitors. We agree, those issues were not considered "normal wear and tear especially for a tenancy of only 10 months." You have proved my point in saying this. We didn't receive our full security deposit because the previous tenant left those scuffs, and dings. Thank you for at least acknowledging our perspective, although we're aware that we still will not receive the amount in full.

Lived on Ellwood for 3 years, and nearly everything I have read in other reviews - from unhealthy living environments, units out of code, issues with termites and rodents, continuous gas odors - all rang true for me. Also took $600 from my security deposit and attributed much of that to issues that clearly existed in the pre move-in inspection. Borderline scam company that seriously needs to be investigated in to - they don't deserve the headache they will cause you. They should be audited.
P&B took the time to reply to this below. Let me clarify a few I corrections on their part. 1) if I had “free internet”, why was I paying Verizon $55 every month? 2) I requested a brand new kitchen and you granted my wish? That’s, comedic. Walid’s son insisted. Then, my rent increased. 3) I did not “break” your towel racks - I took them off the wall and left in a bag for you upon move out. Then, you charged me trash removal for that. Whatever you need to tell yourselves to clear your guilty
conscience, I guess.

This place is a disgusting mess of a property management company. Properties are neglected, unsanitary, unlivable, and overall awful. Communication is non-existent between management, maintenance and outside contractors, leading to mass confusion and extremely late repairs. Expect dirty, dingy dwellings with outdated, not up to code appliances/yards, etc. I terminated my lease within the first week due to their negligence, lack of communication and complete disregard for my health and safety. Avoid AT ALL COSTS.
P.S. They have a reputation for being the worst slumlords in RVA, which is even supported by their own contractors. Disgraceful.
P.P.S They’ll gaslight and lie to you. No issues with the fuse box? The electrician and maintenance coordinator literally told me this happened in February.

Working with Tony Rolando was a great experience. This was our first franchise building with Tony and he made the process efficient, comfortable and precise. Great understanding of the parcels and demographics to set you up for success. Tony Is now my go-to for future buildings in Richmond. I highly recommend using Tony for leasing commercially in the Richmond area

I do not recommend renting an apartment from P&B. I can only speak for 3425 Kensington Ave where I stayed, but the living experience I had was quite foul.
The staff was friendly & helpful for the most part, & the maintenance staff was pretty quick.
However, the building was unsanitary in the public space (the hallways were always nasty & look like the backrooms).
The laundry machines are unreliable & elevator is not safe.
The wires out front are not maintained & often sit in a puddle of water on the roof.
The front door of the building did not have a lock the whole time I lived there; as I was moving out, a lock was added, but the side door lock broke soon after & is still not replaced.
There is a very significant mouse problem, & many bugs even after pest treatment. The 3rd floor apartment I lived in has had multiple bats come in from the hallway.
Also, this building is right next to fire department, so there are always sirens.
RVA has some old buildings that come with common issues, but you can definitely find somewhere better & safer for the same price rent. Shop around before signing here.

Do not rent any properties that are managed by this company; they are the worst property management company I have ever dealt with. (Google doesn't let you post zero stars, PB doesn't even warrant one star). They will tell you anything to get you to rent a property and then completely ignore you after you move in. We prepared a long list of problems with a rental house in Richmond that they managed, presented it to them shortly after moving in, they never fixed any item on the list including a malfunctioning washing machine, and then claimed after move in that these were the tenant's responsibility. At the end of the lease they fraudulently double-billed me for the last month's rent, withheld funds from our security deposit, and refused to pay me money they owed me. Note the long list of negative Google reviews about this company and believe them; you will regret it if you ever rent a property from this management company.

Cannot tell you how important it is to stay far away from this company. There are cockroaches ALL over the property, inside and out. The building is falling apart from the inside. Our bathroom had black mold, which they didn’t even do anything about despite many maintenance requests and emails. In the summer, we discovered a hole in our onning above the deck, and noticed a raccoon was living in it. P&B did nothing. Animal control did nothing. The apartment constantly smelled like gas. I think the only maintenance request or concern they addressed was the temperature issue, which was a recurring problem every few weeks. When all was said and done, they charged us a whole bunch of money for things we never did, and the gentleman doing the move out inspection said don’t worry you won’t be charged for this. P&B owner should be under the jail.

James at Pollard and Bagby is the best!!! Super friendly, responsive, trustworthy, and knowledgeable!!! Moving to RVA from a different city can be overwhelming, but he made the whole renting process easy and enjoyable!! I couldn't recommend him more highly!!!
