I received notification of delivery but I have not received my package yet. What's happening ?

I have sent MULTIPLE packages to my long distance friend by usps. I am given a delivery date here at my local post office in Missouri. I can not think of one package that has actually arrived on time! This has been over the past 3 years with this constant issue. The online tracking always says it’s out for delivery and then doesn’t show up until a day or two later! Currently have a package “Out for Delivery” today. (4/20/19) it never showed. Therefor it won’t even be delivered until Monday. Or who knows, maybe later than that? I have never dealt with such an incompetent post office before. It’s sad I have to go through UPS and pay double to actually get a package delivered on time. Multiple have also been for special occasions. Which the packages were always late for. They are joke!

On a Saturday they delivered my packages at 9 PM. Left them sitting on the porch. No knock. It had been raining all night. It was several hours before I realized they were delivered. All my packages were soaking wet.

They don't deliver. I get tracking notifications like 'they can't access for delivery'. I live in the middle of town, with a standard mail box and I'm on a corner, you can access 3 porches/doors to my house. No fences, no dogs. Last time they delivered all my mail but one package, with that same notice in the tracking system. What gives? Too lazy to out out of the truck? I got a notice inside my mailbox once, saying they can't get to the mailbox because of snow, so they are holding my mail. The note WAS INSIDE MY MAILBOX! They delivered the note OK, but resist to deliver the mail. And then they lie about it. Video says otherwise. Whatever happened to 'Rain or snow or sleet of night....". They don't deliver!
