Is it normal for a pump to stop at $4 when you handed the cashier $7 for gas? If not, I think the cashier pocketed $3 from what I gave him today…

I went to get gas there on Monday and the reservoirs to wash the Windows were empty. I went to buy gas today Wednesday and they were still empty. I really needed to wash my Windows.
