EDIT: I am editing to add a note that after posting this review they did reach out to try to address my concerns, and for that I concede an additional star because it seems they want to improve for residents. However, there isn't much that can be done to alter parking or update the apartments without renovating. The original review is below.
Pros: Efficient (fast) maintenance, pets allowed, gated, lots of green space/places to walk, good value for square footage, on-site gym & laundry
Cons: Everything is old/outdated, the floors are covered in paint spatter and the countertops are stained laminate over disintegrating particleboard, highway noise is constant, the complex layout is confusing(delivery drivers are always lost), there is no parking(not very handicapped accessible in general), and they are very, very serious about being sticklers for the complex rules
What prompted me to finally write this review was coming home for the millionth time to find nowhere to park. Each apartment gets one assigned parking spot, and then a few extra per building. So for a building of 16 2br apartments there are 19 parking spots. My apartment's assigned spot is the closest to my apartment, and it's ~200ft away from my door. The next closest unassigned spots are 300-500 feet away, and those spots are always full with neighbors from other buildings. It's incredibly frustrating to deal with when you have a 2br apartment with three residents, each of whom has their own vehicle. You might end up parking half way across the complex just to find an empty spot. I've mostly really liked living here for the last several years, but it's getting harder to swallow the old worn out apartments, aged amenities, and odd rules along with the atrocious parking situation, especially after an injury means I can't comfortably walk as far as I used to.
Oh, and if you think you can just get a wagon to carry your groceries/kids/etc you're out of luck because there are no wheeled anythings allowed on the sidewalks.
If you're a single person, a couple with only one car, or a single parent, and you want to maximize space on a budget, this might be the complex for you, but be prepared for dozens of little things that make you want to pull your hair out.

very good resident. best place in victoria, quick response from office , very co operative maintenance persons , safety and security the main things we we can get here , we live here more than 7 year , , never had any problems. manager miss hope always help us . overall this is a peaceful living property.

We have lived here for almost 5 yrs. And we love it. Good landlord and maintenance and especially privacy with gate key cards.

Our wonderful home for the past year and a half! Staff is amazing and the units are well kept! The price is unlike any other apartment complex in Victoria. Affordable, but not run down (like others). Thank you Whittington!

Always a pleasant experience with front office, or maintenance. Very quiet, all my neighbors are sweet. I feel safe and comfortable walking around at anytime with my daughter. Thank you very much for making my stay here pleasant!

Management is rude! Maintenance is great!! Glad to finally be out. Told me to call the cops when there was anything wrong with neighbors. Had personal items damaged due to renovation and nothing done about it.

Nice quite place to live until an unhealthy sized person moves in on the 2nd floor and stomps around all day/night. Harvey was a while ago now and I still had missing sheetrock and black mold from that storm. Also Hope is great to talk to as long as you never move out and the 60 day written notice is a joke overall I wouldn't recommend living here just shell out the couple hundred more dollars and move into one of the newer ones in town. Oh and I moved out payed my last months rent and now they are trying to get $598 more out of me.

The apartment is more modern than other apartments who charge the same rate. What bothered us is that maintenance had to come in to change the air filter every month. They only give you the week that they’ll be there but not a day or time. It was VERY annoying. I don’t recommend getting one close to the highway or you will constantly hear vehicles day & night. After the hurricane we lived in black mold and without sheet rocks for at least 7 months. We couldn’t take it anymore. Hope seems nice & fair until there’s an issue.
