This 7 11 sells hot food they prepare. In the restroom there is NO soap dispenser. So exactly how are they washing their hands after going to the toilet?

I was there to exchange a propane tank today and the worker there let almost 20 people cut in front of me until i said something about it to him, because he didn't feel like doing his job. This process took me almost forty five minutes to get exchanged.
