The car would not pass PA inspection without a lot of work but he started it up and was willing to negotiate. We met at a price and I returned the next week to pick it up.I did run my own CarFax report before buying and did a complete look over of the vehicle before negotiating. Knowing the entire condition allowed me to get a fair price.
