Open to the public. Some of the pumps have been upgraded. There's a central payment kiosk for the pumps closest to London Road. You pay a little more per gallon, but in my opinion, the quality of fuel seems to be better. I buy the diesel more often there. My truck runs better on it! And I make the drive from east liberty to get it!
