Went to a movie, got my parking ticket properly validated, and got charged $13.50 anyway. Only there 3 hours or so.

Would give zero stars. This company has no mercy. They should at least give a warning rather than just throwing tickets for minor infarctions. In my personal opinion the parking situation sucks already..its overly priced and not really convenient if you work all hours.
