I received my mail today I went to open in from the top when the paper fell out of the bottom of it. Isn't it a federal offence when some one else opens your mail??

Ridiculous they say they tried to deliver my package yet no one showed up (i have been sitting in ear rang of the door all day) and no mail in my mailbox!
