Made an appointment for a vaccine but had to wait in line

The pharmacy was empty or had a few people but I ended up waiting the same amount of times that I'd go to CVS with a lot of people. I made a vaccination appointment and yet I waited for 30 minutes and they had less than 10 people in total (picking up, dropping off or getting a vaccination) over 30 minutes I waited.
