PNC is just another crappy financial institution. They buy up smaller banks and then start making cuts (fewer locations, fewer employees, etc.). Partner ATMs? Yeah. At dicey gas stations where half of the machines might have card skimmers. The poor tellers end up having to deal with all the grumpy idiots like me.
