I lived at the Willow Rock Apartments from 2015 to when I just bought a house this passed summer. The apartments aren't bad, the issue is the Property Manager. He will talk down about all other tenants to you, only leaving you to wonder what he says about you to others. Doesn't have respect for your personal property. Just a very unprofessional and unpleasant person to deal with all around. I never had any issues contacting the main office in Concord when I had issues or questions, so this is strictly reviewing Willow Rock, not Keystone as a whole.
