Very poor communication from the staff. I've spent nearly a month trying to get a pool pass only to enter a game of telephone where someone who can help me will 'call me back' or 'leave a message for someone who can help me'.

Think CT Group property management is inadequate? They have a challenge to the bottom with Quantum.
No information about police raid at 6am, no communication or security posted when "secure access' is breached, can't find documents, can't send email or text messages....
Managing affordable housing seems to be a racket - particularly in Montgomery County, Maryland.

Their staff are so slow, in 10 months they couldn't process the fact that I had purchase a condo in the association. Even after cashing the check for my dues payment, which was paid on time, they continue to deny me access to the services those dues are intended to pay for. Every time I contact the person who is supposed to be managing things, she either doesn't respond or gives me the brush off ("you're just one of 900 families"...). They either need to staff up with competent people or improve their internal processes.

Nothing but awful so far. I bought a condo managed by Quantum, and they were problematic even before I closed. So far 1) Would not respond to my lender withour last minute outside intervention by the association. 2) Sent back the mortgage questionnaire only half completed. The board president ended up doing this herself last minute. Closing was delayed and my lender described the experience working with them as the worst they've ever had. 3) Closed 6 weeks ago and have not received any information on how to remit monthly fees to them. I called, and all the person could do was take my information to pass on to someone who could answer my questions. Condo fees are due in a week. So idk ?♀️. 4) Found out at the same time they had failed to pay a vendor for an entire year. ? Look elsewhere for your condo property management needs. Their incompetence could easily end up costing a sale, and I'm not confident in their ability to manage finances properly. Will update if they get their act together, but my experience to date has been 100% atrocious thus far. I am a longtime condo owner and board member/trustee. This is by far the worst experience I've had with any management company. Cannot recommend.

Steer clear of any properties managed by this company - they are constantly mismanaging rent charges, facilities (like not turning on the AC in a timely fashion), and are not responsive AT ALL to tenant inquiries. I've been living in my building for three years and have experienced a sharp downturn as soon as Quantum took over the building, starting with their lack of communication about when they would be taking over and asking us to pay rent by check with less than thirty days notice with a piece of paper stuffed in the door.

This management company is HORRIBLE!!! I live at Newton Towers and two years in a row our AC is turned on past the DC date of May 15th. It is so hot in my apartment I and my dog have been forced to leave, it is around 85 degrees inside my place. I have written confirmation from them that the AC would be turned on by the 15th but it is not. I have called the corporate offices, regional property manager and NO RESPONSE!!!I do not understand how they feel it is okay to let people, old, young, children and pets live in such a condition. They do nothing to support their tenants... would 100% not recommend.

every staff person I've ever encountered or talked to has been wonderful which is not something I get from most, if any management companiesindividual who either was an expert and solved every issue easily, or a helpful kind person who was determined and eventually succeeded in resolving my issuesbest housing experience ever completely recommend

My sister and her husband had an excellent experience during their three years at the Wingler House in Ashburn, Virginia. Management would interact with them, provide ideas and help as needed, and seemed to get to know them as people. Management would interact with me, with my sister's permission, via text and email when my sister needed help. The residents that I met during visits were friendly and very pleasant. The maintenance staff was ready and willing to help as needed.After they my sister and her husband died, management and the staff were very helpful with letting me clear the apartment. I paid the rent through the move out date of November 13, 2108 using the $200 deposit plus $300 check. I thought everything was taken care of and then -- out of the blue -- on January 13, 2019 I received a notice from the Quantum Management Office in Maryland about not paying a cleaning fee. "If we do not hear from you [by January 23], your account will be submitted to our collection agency and additional charges may apply."WOW! First I heard of an unpaid fee. Management had my mail, email, phone and never heard a word until this letter. I sent an email and a check right away. I asked for a receipt. I sent another email asking for a receipt. I was told that the Wingler House manager would send the receipt. Fifteen days later, and still no receipt. I sent another email and wrote this review.Day 16 -- I received the receipt via email! It showed the payment had posted January 17, 2019 but the deposit was not posted until yesterday February 20, 2019. Now the balance is $0!! Smooth experience until the very end -- not sure why the threatening letter was needed from Quantum's Maryland office. Otherwise 5 stars. I would be happy to live at the Wingler House.

Quantum is professional and caring. Every time there's been a database or local apt office rental crediting problem, direct approach to these qualified MD office professionals has brought immediate attention and results. I recommend working with this lady-run property.management firm. Problems with handling rent-subsidized units usually due to the owners, not the management firm.Update 12/2018: Outstanding office management and professional maintenance personnel make tenancy comfortable. 5 stars all the way!

I've had the worst experience with this company. They manage the swimming pool fees for my condo. It took them almost 2 years to figure out that I was the owner of my condo and to send me an application for pool passes. It also took them over 6 months to present to the community board and figure out the final outcome of my fee dispute. I had to deal with at least 4 people regarding the fee dispute. They all seem to be very nice, but the company is disorganized. Thank you Christine for finally figuring things out.

Great experience dealing with professional Quantum team in both MD and Reston. They are always clear and timely, maintain a very nice apartment complex here, and are responsive to tenant concerns, as well as to new ideas. That makes living here enjoyable. Highly recommended!

The property manager Kevin at 4884 MacArthur which this company manages is an unstable alcoholic prone to harassing/not leaving alone residents. He gets frustrated when drunk and leaves not s under everyone's door. The leasing manager Art is even worse. He's hostile and completely unprofessional. The police were mistakenly called To my apartment and he tried to tell me "you have to be out in a week." This is over the phone without paperwork and obviously illegal. Although the building allows smoking he claims there have been complaints about smoking he presumes is me and has never given written notice about the complaints. Terrible property, worse management. DO NOT DEAL WITH THESE PEOPLE!
