After repeated frustrating experiences, I felt compelled to write a more extensive review.
We were treated to a landlord special when we moved in and found a bed bug stuck in the wall paint. And shortly after found a live one and had to go through the ordeal that is bedbug treatment. Only after they tried to avoid doing that because it was "probably just a hitchhiker".
It's been two years of washers and dryers not working. You're not allowed to have clotheslines either.
Kitchen drawer is blocked by the oven handle. The downspout splash block in the backyard was totally broken with water running directly under the building. We had to get the fridge replaced almost immediately because it was broken. Got a "warning letter" about the blinds in our front window sagging; cheap blinds we never use and that they installed (we were told maintenance was going to fix them and that never happened). People being charged mowing fees for grass that isn't even overgrown.
Within the past couple months management has begun trying to enforce things that are not explicitly in the lease. After completely ignored emails, we were told in person that they would NOT be responding to emails or putting anything in writing. [Edit: their response saying to email them makes this all the funnier].
Then they don't answer phones or return calls. Which is not only rude, but also suspect. The company that runs this complex, Apartment Services, actually has a 1.7-star review. So maybe check out reviews on some of their other properties, too.
I rented in this exact community over 10 years ago. I never would have thought it would be this bad now.

The washer and dryers don’t work . Lived here for about 10 months and it’s just gotten worse , the neighbors are loud and they let their kids run rampant throughout the neighborhood. Management doesn’t do jack about any of it either .

I rented one of the 1 bed 1 bath apartments for a year and had a wonderful time living here. Maintenance always fixed issues within 2 days and even came for an emergency maintenance request I had on the weekend. I had zero issues with neighbors or crime, and no unexpected bills. There is a train track right next to the place but the windows are pretty good and block out most of the noise. You can walk to downtown Arbutus, and I never had a problem with parking. Laundry was in the basement, and if one of the machines wasn't working I would submit a request and it got fixed within a couple of days. My only complaint is that paying for the laundry is annoying, as the card readers suck. I left because I was moving to a different state. Rent was only going to go up by 3% if I were to renew my lease, which seemed very reasonable given current inflation. Highly recommend the apartments.

Maintenance cant do anything right. They make it look 10 times worse when they are done messing with anything. I don't no how half them have jobs honestly. Always rude when they have to come fix something that is there job to do. Half the time there sitting in the parking lot in there cars doing absolutely nothing half the day.. This place has went down hill.. So glad I AM NOT RENEWING MY LEASE...

This place is horrible you can’t do anything without getting a letter on your door , can’t have bikes out back , can’t have fire pits , the a/c dose not work upstairs but you can’t have a/c units . Put orders in never gets fixed . If your grass is an inch and you don’t cut it they will come in your yard cut it charge you $60 . Recently there’s never no parking , don’t move here trust me

I was skeptical about renting, but was pleased to see that this is not like other apartment complexes. I was going to get something in Owings Mills but I am glad that I did not! It is a small complex and very quiet. Very impressed at how well the grounds are maintained and the residents also (so far) quite responsible. Close to many amenities. The staff in the office are very nice, great attitude - and quite patient. The maintenance people are also wonderful. I am very comfortable here and would highly recommend it.

It is very quiet and kept up with the service is usually great the only problem I see is Dog Do not being picked up and sometime the children running around the apartment instead of in there area with the bike and stuff just keep in mind I have a dog and buy and carry my owe doggie bags with me but the people in the town house do not nor do they pick up I have seen this for myself when walking my little dog What is there a new policy on how big a dog you can have and people in one apartment like the people in the building next to the office they have a full size poodle in that apartment and several people living in there. and if they dont have a dog fee than we in our apartments shouldn't as well

So far so good, any time I submit a maintenance request they come out in a timely manner and address any issues I may be having. Not really happy with the carpeting situation as the carpets that are installed are super light and almost impossible to keep clean so once we move I'm already expecting to be hit with a charge for that. Also it could use the old back doors to be replaced because they tend to be super hard to open or close. Overall I wold recommend and is definitely one of the nicer complexes to rent from in the area especially beings they are affordable.

None of the townhouses air conditioning units cool any rooms in the homes. Either installation is non existent or the units are inadequate. The upstairs never cool but when temps reach 90 degrees the temperature remains 85 in the living areas. Most tenants are wasting electric trying to cool and also running window units which are not allowed. Maintenance will come check temp from air units, say it's fine and leave. Been dealing with this over 8 years. Summer bge bills are outrageous!
