Haven’t been open lately I think they going out of business

I've been trying to go there for the past few days now and they have been closed every time I arrive. I don't drive so I have to walk there every time and it's too cold to walk there and waste time just to see they are closed again.

Everytime I've gone here, it's the middle of the day and they are closed. No employees or anybody. Why are they closed in the middle of the day?
