Dogs usually seem sick or lethargic, but I believe they take good care of them. No real opinion either way

I'm trying to process the idea in 2024 that dogs would be sold from behind glass in a small cage. The cost is astronomical and the concept is strange. I hope someone can shed some light on this idea and operation.
