Horrific, will not pick up the phone. Fails to deliver mail with clear address instructions

The staff has been pretty helpful when I need to come and pick up packages that couldn't be delivered at home.

Hard to comprehend how they give a redelivery notice to my apartment mailbox as if I'm waiting for them at the mailbox to sign. Then ignore the redelivery request I send and return the envelope to sender.
