Good prices not so good atmosphere for whatever reason

Really impressed with my first visit to this commissary. Was visiting the area and needed some groceries and found everything I needed. Easy to navigate by this old retired Chief.

Wondering why they are having such a problem getting products on the shelves? Plastic grocery bags are too thin.
