SACRAMENTO, Calif. — Gabriella Santibanez, 58, and her sister Lisa Hazard, 54, both of Temecula, California, pleaded guilty Friday to conspiring to commit over $7 million in health care fraud, U.S. Attorney Phillip A. Talbert announced.According to court documents, between Dec, 1, 2015, and Dec, 1, 2020, Santibanez and Hazard ran a mobile phlebotomy company, PhlebXpress Inc. that provided phlebotomy and other medical collection services at patients’ homes and long-term care facilities in Sacramento and elsewhere. Santibanez and Hazard agreed to bill Medicare for services provided that were not reimbursable by Medicare. Santibanez and Hazard also agreed to bill Medicare for overstated mileage that PhlebXpress phlebotomists traveled. On average, Santibanez and Hazard caused false billing to Medicare of over 140 miles for each patient seen by PhlebXpress. Santibanez and Hazard caused a loss to Medicare of at least $7.5 million based on false billing by PhlebXpress.

I had used this company once for my boss and they were professional. That was a year ago.Unfortunately now I call and leave messages -I get voicemail and I get hung up on.Very stressful and annoying when you're trying to work as the go between to get things scheduled.

I only gave them a two because on the 3rd try they sent a guy who knew what to do. First girl didnt take my blood to lab on time so it was unusable. Second girl was terrible and unsure. Blew three veins. Also, they call very late the night before to confirm. They all need to be as confident as Mark who drew my blood today. I was so not impressed with this company.Update: I do not appreciate being called and basically being asked to change my review. No i will not. This is my honest opinion. Yes Mark was excellent however he was not my total experience. I would have them again if Mark drew my blood or someone as skilled. But my review stands.

I've used Phlebxpress, Inc on a few occasions, and I've always had a good experience. Phlebotomist Charmain H. recently came out to my home for a blood draw, and she was professional, caring, patient, and highly skilled.

My son worked for this company. The Owners, I believe are sisters. One lady ='Hazard" is her last name. The other one puts out the fires. The Company is unprofessional and from what I am told, not practicing proper sanitation for the use of equipment. I would not allow anyone in my family to use this service for fear of this. I think they may need to be reported to The Laboratory Regulations Board. Please be leery of this Service, perhaps once they are vaxxed , they will need to be replaced. Please do better or shut your doors!

Phlebxpress came to our rescue when other mobile phlebotomy services fell short. The customer service and level of professionalism is rare in this day and age. Barbara Greene has provided great personal service to me as the administrator for our Institute. I highly recommend this company for all of your mobile phlebotomy needs!

had an appointment with a tech named "Jose". he completely blew me off. I fasted for 11 hours and then he never showed up, didn't bother to call and wouldn't take my call. When I called the main office the next day they didn't even apologize and just kind of shrugged it off. I guess patients are expendable to them.

I decided to try a home blood draw because I felt uncomfortable going to the lab for my blood tests. I was referred to Phlebxpress by my doctor. My experience was fantastic! The person that came to my house was very professional and experienced. I was nervous, but that went away quickly. I will never go to the lab again. I now have Phlebxpress seeing my elderly mother who has difficulty moving around.Thank you so very much Phlebxpress! You saved me!

Erratic service. Phlebotomists are frequently late (30-60 minutes) and cannot schedule appointments in advance. They call the night before to schedule an appointment and expect you to be home the next day. Find a lab that knows how to properly serve clients!!!

Completely unprofessional! This company has absolutely no integrity. Make contact with the owners of this establishment and you will know exactly what this is. Perhaps, being vaccinated and the side effects will put an end to this negative energy that they have sown to others , ncluding their own family!it's time to get the popcorn and soda out and wait for this entire scenario to play out!I would not trust my loved ones in the hand of anybody working for this company.

Please find another mobile service. Go with someone that will stand behind their services. I don't believe anyone likes going to an ER for a lab error and even less during a pandemic! I'm elderly and been staying at home due to the pandemic. I had some blood drawn by Phlebxpress, in early June. Phlebxpress delivered my blood to a local lab for processing and they in turn sent the results to my doctor. A dangerously high potassium number was reported. My doctor sent me straight to the emergency room. The Emergency room threw a set of EKG lines on me, re-ran the labs, etc. All in an ER setting where it appeared that Covid patients were being kept on the opposite side of the ER desk. When the ER labs came back my potassium is normal. I have sent Phlebxpress all these records; ER and original labs, and a copy of the hospital bill. If blood isn't properly handled an error can result. This error has left me with a $3,750.00 hospital bill.... This bill, yet another physician said I should not have to pay. He feels someone needs to take responsibility for this error. This has been going on for months. Phlebxpress tells me they are looking into it. Now, when I call them, I never get put through to the woman that is supposed to be helping with this matter. I'm told she is in a meeting, away from her desk, etc..... And she never returns my calls. And I do mean Never. I rarely write reviews and Never bad ones. But this, people need to know.
