I don't know what "art walk" they are talking about. I went there and I didn't see any art. It's all normal streets (filled with your typical LA homeless and garbage in the streets).

Beautiful area to see Art work and great view of downtown. Although I didn’t have any issues, I doing think one should walk around alone at night.
