I'm having a problem with the mail carrier not picking up my out going mail unless I have incoming mail. This has happened twice this week even though the flag is up. This is on Charles Ave, Mira Loma

informed delivery said 4 packages delivered and only 1 came!!!! how is that possible, so disappointed
