Literally can't activate gift cards here, what's the point of even offering this service?

Choose to get the car wash since California drought alert, disappointingly this car wash is out of service most of the time, try to get refund but no way to get a hold of costumer service and never got a call back , no other circle k car wash in the area, I know am not the only one, fairly enough we need refund.
