This company is a fraud. Complete scammer, he charged an amount, did not provide a policy and did not follow through with delivery and refused a refund. His “driver” openly admitted of faulty breaks and scammed my sister out of $645 for services he did not render. I will post continuously to let the public know that this man will take advantage of who he can take advantage of. He runs businesses faulty and injustice.

This guy is a scam artist. Luckily I paid him with a credit card(protected sale) and was able to dispute it to not lose my money. See below dispute remarks and events (Let’s see what response he makes to this comment as an excuse). Please do not do business with Phil.“Since June 3, 2020(payment made June 2, 2020), I have been in contact with the seller with respect to the delivery/ pick-up of the boat that I had purchased from him and all I received was the run-around. The seller did state after payment was submitted to expect delivery within a week timeframe, which to present day (July 31, 2020) has yet to be fulfilled.After 8 days, something did not seem right as the seller did not keep me posted with respect to updates as initially indicated and therefore, I reached out to him in order to cancel and refund me the money that was paid. The seller ultimately ended up blocking me from Facebook and attempted to seize any and all communication with me. I am pleading with you to assist me with what seems to be a scam as there is no boat or no refund. The seller cannot have both.The seller indicated that he had supposedly given me a date to pick up the boat and that is a lie. Again, it has been almost two months and no item(boat) has been given. The seller initially wanted only cash and I felt more comfortable paying via credit card, because of the protection that it offers. This is all a scam!”

Phil Carter is a fraud. Do not do business with him. He runs a lot of hussles at this location using Watts Up. Fire example, he rents out RV's. I rented one from him with a $500 security deposit, $125 cleaning deposit. First, the delivered RV was not clean and damaged to the point that it wasn't easily usable. Second, it was returned in the same condition, but was professionally cleaned, but he refused to give back the $625 in deposits. I sued Watts Up and Phil Carter in Fresno small claims court for fraud and won, but could never collect the money. In my opinion, I think everyone should avoid Watts Up Electronics and it's owner, Phil Carter, like the plague.

Watts up has done my Christmas lights awesome designs different every year but his designs are one of kind and worth the expense. He installed our home theater system and has added 7 flatscreen tvs all wires completly hidden. for the past several years and ive had him back to fix my loose ac outlets super fast same day service. Very professional service recently they installed several firesticks in my home they all work flawlessly. He even programmed all my firesticks for free now i get all shows and movies for free. I dont mind spending money when i get xlnt quality

I can't even believe how awesome this company is, we have had several boats and cars done along the years. Phil is kind, professional and got the job done right the first time. In a recent Job he made all my last minute changes as requested as I could not make up my mind as we went along. He did it with a smile and made extra suggestions to help make it even better. His pricing is fair and his timeline for completion is spot on. I would never hesitate to use this company for any of my jobs moving forward.

If I could give a zero stars I would. This man is highly deceptive. True definition of scumbag. A job that was supposed to be done in less than a month took over a month and a half. He did not honor the contract and blocked me to avoid facing me or listening to my concerns. Very unprofessional and no. Responsive. Worst experience ever. Losses $500.
