You can file a complaint with the California Department of Insurance here is the telephone number for them 800-927-4357 or on their website. The worst experience ever I've had dealing with an insurance company. These guys will find anyway to increase your payment and better yet give you one quote and then get a bill for double of what you were quoted. Do yourself a favor and stay as far as possible from these people.

Besides this company being horrible for me getting into an accident and ignoring my calls, this office doesn't even greet you. They always only have 1 rep to take care of everything. They won't deal with you over the phone so they make you go to the office. They'll call you if you miss a payment but when you get into a wreck or need insurance services, they aren't convenient in any way

Why do they even exist?? I've been going through all the possible websites that take reviews of them just to warn everyone out there that they are the worst worst people you can ever work with. I will be suing them to the end of the world and get my money back.
