In and out in under 20 min got oil change and a state inspection

I went for a oil change on december 28th and my car was empty of oil on January's 16th. I am not sure how is the services deliver or how people can be sure they really change the oil and the older filters. What is the warranty?Just curious why the car needed oil again so soon.
