Stay away from budget. They couldn't take my car researvation and sent me and everone else to the company that owns tehm, Avis.
There were tons of people at Avis working with one avis person. I went to Enterprise about 50 feet away and got a great car within 15 minutes. I never paid for the Budget car because my reservation was for pick up at the airport not a PREPAY deal.
My opinion...never prepay

It depends which rental company you choose. Hertz, Budget, Avis, Enterprise, National, Alamo, Sixt have no lines.
The long wait times are at Dollar and Thrifty. Their rates are the lowest, so if you don't mind waiting in line an extra hour, you won't have any other issues.
The staff I encountered were polite and patient, both at the counter and in the lot. I wish I could thank them individually, but I didn't catch their names.
Drop off is fast and efficient.

The shuttle ride to and from the airport can take a while, so plan accordingly. Otherwise, everything was first rate.

This is a well-planned rental car center. The ride to and from the airport was fine. Upon arrival at the center, there are each rental car option and the signage is good.

National at this location is very poorly managed. Takes a very long time to get a car with an existing reservation.
